General provisions:

·         Buyer: Energy Financing Team (Switzerland) AG

·         This Tender procedure is not subject to any public procurement rules

·         EFT reserves the right to accept or reject any Bid, and to annul the tender process and reject all Bids at any time prior to contract award

·         All the non-technical & non-commercial terms of the power reserve contract shall be subsequently negotiated and agreed with the best bidder
 

Technical requirements:

·         The purchase include the right to thirty-six (36) starts of reserve power supply per year

·         Availability of electric energy supply at a capacity up to the offered quantity  up to:

a)      eight (8) hours from the moment of reserve power activation

b)     sixteen (16) hours from the moment of reserve power activation

c)      twenty four (24) hours from the moment of reserve power activation

Bidder could offer any or all of here above described options which would be evaluated by EFT.

·         Seller’s obligation to start with delivery in minimum 15 minutes - maximum 2 hours from the moment of reserve power activation where shorter period of power reserve activation would be preferable.

Delivery period:

1^st January 2010 – 31^st December 2012

Bidders could offer different capacity of reserve power during specified delivery period. 

                  Capacity/Profile:

 Up to 200MWh/h

All offers equal to or more than 20MWh/h will be considered.

Quantity:

Up to 5 times activation per calendar month, i.e. 5 times offered capacity equals quantity of energy (MWh) per one calendar month.

Delivery Point:

Hungarian High Voltage Grid “Mavir”, and/or Serbian High Voltage Grid “EMS” and/or Bosnian and/or Croatian and/or Montenegrian and/or Albanian border of high voltage grid – DAF Border.

Electricity could be offered without export capacity i.e. EFT would be responsible for obtaining cross-border capacity rights.

 Auction Bid requirements:

Bidders should include the following data:

§  price (in Euros) per MWh for activated energy;

§  price (in Euros) per MW for reserved capacity (availability fee)

§  origin of electric energy (source);

§  Delivery period and offered option - option a) and/or b) and/or c)

Submission of Tenders:

§  Auction participant shall submit their bids on the following way:

Deadline for Tenders:

the offers must have been submitted by August 24^th, 2009 at 12:00 hours

Additional documentation:

Bidders must be prepared to submit upon request legalising documents, as follows, by August 26^th , 2009:

a.    Document on registered activity (business);

b.    Confirmation from the source, regarding availability of the energy offered.

c.    Confirmation of authorized on-duty 24-hour dispatch centre
 

Validity of offers:

The period of validity of the offer must be through 45 days from bid submission (period in which contract would be signed). EFT reserves the right, at its discretion, in order to get better bids for any LOT, to ask for final bid and improved price from the highest evaluated and substantially responsive Bidders. In such case EFT will notify relevant Bidders about procedure and final bid deadline. By submitting the application, the bidder accepts all the requirements under which EFT is willing to conclude a contract for the purchase of power reserve.
